Block retaining walls on the Mornington Peninsula

Updated October 2026

When a wall has a serious job to do, holding a driveway, carrying a boundary cut or terracing a steep Peninsula block in one go, block is often what the engineer draws. Block retaining walls come in two main flavours: core-filled Besser block walls on a concrete footing, and interlocking segmental block systems that stack without mortar. We connect you with experienced, insured local builders who build both.

Besser block walls

A Besser block wall is reinforced masonry. A concrete footing goes in first, steel starter bars come up out of it, hollow blocks are laid around the steel and the cores are filled with concrete. Finished walls can be rendered, painted, clad in stone or left bare. Built to an engineer's design, this is as strong as domestic retaining gets, which is why it is the common answer for tall cuts, driveway edges and anything carrying a surcharge load like a car or a structure above. On the steep coastal blocks at Mount Martha, McCrae and Arthurs Seat, where the cut under a house or driveway can be substantial, it is often the only sensible option.

Interlocking block walls

Segmental systems stack purpose-made concrete blocks that lock together and lean back slightly into the slope. No mortar, no core fill, and for garden-height walls often no concrete footing, just a compacted road-base pad. They are quick to build, drain well through their open structure, and curve around gardens nicely, which suits terracing on acreage at Red Hill, Merricks and Moorooduc. Taller interlocking walls use geogrid layers tied back into the soil, which needs engineering and more excavation.

The Peninsula factor

Block walls handle the two hardest local conditions well. On the Western Port side the clay loams around Somerville, Tyabb and Hastings swell and shrink with the seasons, and an engineered footing with proper drainage takes that in its stride where a lighter wall does not. On the coast, a solid block face keeps dune sand where it belongs. Rendered and clad block is also the common finish on the larger rebuilds along the Esplanade and through Sorrento and Portsea, where the wall is part of the architecture rather than hidden up the back.

Approvals, engineering and compliance

Councils and the VBA set height and engineering thresholds for retaining walls in Victoria, and the builders we work with confirm what your wall needs before quoting. Walls carrying a surcharge such as a driveway, pool or building, or walls close to a boundary or structure, generally need engineering whatever their height, and overlays on your land may add requirements. Block walls are often at the taller, structural end, so expect engineering and a building permit to be part of the conversation. Confirm the rules for your site with Mornington Peninsula Shire Council or a registered building surveyor. Before any digging, your builder should lodge a free Before You Dig Australia (BYDA) enquiry to locate underground services. The builders we refer are registered or licensed where the work requires it.

How the referral works

Peninsula Retaining Walls is a referral service. You tell us what the wall needs to do, we pass the job to an experienced, insured local builder who works your suburb, and they call you back with a free quote. No obligation, and you deal with them directly. If a lighter wall might do the job, compare concrete sleeper walls and timber retaining walls first.

Frequently asked questions

Besser block or interlocking block, which should I choose?

Besser for structural jobs: tall cuts, driveways, loads above the wall. Interlocking for garden terracing where speed, cost and looks matter. The builder quoting your job will usually make the call quickly once they see the site.

Do block retaining walls need a concrete footing?

Core-filled Besser walls always do. Low interlocking walls often sit on a compacted road-base pad instead, which is part of why they cost less at garden height.

Do I need approval for a block retaining wall?

Often yes, because block walls tend to be the taller structural ones. Councils and the VBA set height and engineering thresholds for retaining walls in Victoria, and the builders we work with confirm what your wall needs before quoting. Check with Mornington Peninsula Shire Council early.

Can a block wall be built on sand?

Yes, with the right footing. Deep dune sand will not hold an excavation on its own, so the builder batters the cut back and designs the footing for the ground rather than guessing. It costs more than digging in firm soil, and a builder who works the coast will price it honestly up front.
